What is Promise Animal League?

Promise Animal League, or PAL, is a local charity based in Falling Waters, West Virginia that focuses on helping needy cats and kittens and providing low-cost spay, vaccinations, and neutering of the pets.

Star Silva is the wonderful director and works closely with several other pet-lovers who formed PAL “for the prevention of cruelty to animals and educational purposes by a group of individuals who have been helping animals in the local community for over 25 years. Located in the Eastern Panhandle of West Virginia we assist Animal Control in our area with cats and kittens that are then placed into foster homes and adopted from the PetSmart in Hagerstown, Maryland and PetSmart Martinsburg, WV. Our group of dedicated volunteers provides a pet food bank for other shelter/rescue groups in the 4 state areas. We work with local veterinarian practices to hold cat spay/neuter clinics for the low income public. We also assist the public with trap, neuter and release of feral cats.”

My Friend’s Story

My friend, Pam, has had a personal experience with Promise Animal League and has nothing but appreciation for them and the work they do. Here are Pam’s own words, unedited:

“They have saved several of our cats from major issues. They have removed a cats eye that would not heal, they have medicated and flushed a cat’s ear with a horrible infection, they have provided shots for our dogs and flea medication for little cost.

“We had a cat that was a spay gone bad. They paid for all the cost. They have assisted with trapping devices and cages to help us trap the cats and care for them. They have given us cat food. Medication for sick cats and have offered to help build shelters.

“They do alot of different stuff. They cannot do everything that can be done at a vets office because of their lack of the right tools per say. However, they still do a great bit at little or no cost when they can. They are good people who donate their time and never complain.”

Adopting from PAL

Adopting from Promise Animal League is encouraged, of course, but all adoptions require an application and potential homes may be visited for evaluation to ensure the pet is going into a proper environment. Some cats have been traumatized and need special care, and they simply want to make sure the pets get good homes. Isn’t that the right thing to do, rather than just handing the cats off to anyone who walks in from off the street?

The minimal adoption fee is and “includes the spay or neuter, test for FeLv/FIV, rabies and distemper vaccinations according to their age, flea and earmite treatments if necessary, dewormed and micro-chipping.”

Donating to PAL

Cash donations (or checks or other means) are greatly appreciated, and are tax-deductible as allowed by law. Online donations can be made at http://www.justgive.org.

If you don’t have money to give, there are a few other ways to help. If you have any old towels and wash cloths, you can drop them off for PAL at PetSmart in Hagerstown, Maryland, or the PetSmart in Martinsburg, West Virginia. You may also call PAL to arrange for pick-up of items if you are in the area but cannot make the commute. Also on their wish list include items such as canned or dry kitten/cat/puppy/dog foods and treats, crates, cleaning supplies such as bleach, humane cat traps, as well as any toys for the pets.
